What are the current minimum technical requirement, both h/w and s/w, to run Bb Learn on a PC or Laptop?
There are a lot of different factors to consider in order to accurately answer this question.

You're looking for end-user (client PC) details, right? Well, in short there aren't any minimum requirements imposed by the Learn software per se. Essentially, any device that can run a supported browser can (theoretically) be used to access Learn. Note that some content placed on the system may drive technical requirements beyond the basics.
Based on their knowledge of how the system is used at their institution, some administrators post additional requirements/recommendations as part of their own help documentation. Maybe some will share here.

Technically Blackboard supports the major Browsers and Operating Systems, but in practice I find that specific browser or OS's are glitchy.

But even though everything listed is supported, we find some platforms are glitchy.
Browser Example: Safari and Edge are buggy with tests and grade book. Even though it is listed as supported, those Browser cause too many issues.
Operating Systems: Chrome OS is supported but in practice we find that Chrome OS is too buggy with Blackboard.
I direct students to use either a standard Windows or OS X device. And that they use the latest version of Firefox.
**Chromebooks and tablets are not fully supported in my opinion.......or are glitchy.

PS. Keep in mind that you might have courses that use 3rd party apps like MyMathLab, Mindtap, Launchpad, etc. These also have their own system requirements. Usually Firefox and a Win/OS X machine will suffice.
