Is there any way to enable "Course Themes" but disable "Menu Styles" at the admin level so instructors can customize the theme, but not alter the menu style?
Course themes are not supported in the 2016 theme. Although you can select them you will find that parts of the course themes are missing or broken. See https://help.blackboard.com/Learn/Administrator/SaaS/User_Interface_Options/Learn_2016_Theme "Course themes are not supported. Administrators should disable course themes in Course Settings"

I disabled buttons in the 2016 theme by using the CSS you can find here:

I expect that CSS could be extended to remove the remaining menu style options too. I don't remember if there is a privilege you can use to disable that option altogether.
