question about time and date stamp

I have a student who, according to the time and date stamp on Blackboard, submitted an assignment after the deadline.  The submission also contains an Excel file that shows a date/time created and date/time last modified for the attached document.  These document dates are also after the assignment deadline.

 

The student insists he submitted the assignment before the deadline, and there must be a "WiFi or Blackboard issue" resulting from his location in a foreign country (Europe). 

 

Is there any possibility that Blackboard would show an incorrect time and date stamp due to a submission from a foreign country?  Is there any chance that this would also affect the time and date stamps on an attached document?

 

I want to give the student the benefit of the doubt, but either scenario seems highly unlikely to me.
