If that's the case then replace SCOTT with ORCL. SCOTT/tiger is the default user/password in an Oracle sample database. You don't want to use that.
Given some of these items, do you mind me asking why you're installing Blackboard Learn on an Oracle/Windows system?
You have two other good options:
1. Use Amazon AWS machine, which would be your own Blackboard Learn without any installation.
2. Use the downloadable VM developer machine from Blackboard.
It looks like you are trying to run the Blackboard app server on a Windows server while using Oracle as the backend database. That specific combination is unsupported. Check the Supported Technologies document for your Bb version.
