When I use the Image App to put a picture on a webpage, no matter how I resize it in the app, when I view the page live it's always the same size. What do I need to do to actually resize the photo?
Which Image app are you referring to? Which webpage?
We use Blackboard for our school district website. There is an "app" that you can put on the page called Image. When I upload an image to the app, it allows me to resize it by changing the height and width. On the preview it appears to change, but when I save and go to the actual site, there is no size change. I can change position on the page just fine, but not the size.
When we went to a new template, Blackboard sent us this tool to resize our images - Creative Services Image Editor
It works pretty well. I prefer to use Microsoft Paint myself. I open the picture and go to resize and put it on pixels, turn off the maintain aspect ratio and change it to the size I need and then save it as a jpeg. I find it to be the easiest program to use.
