On the other hand, it's going to be interesting to see how tutors who have had the opportunity to do this for years react to Blackboard Ultra, which makes the question more or less redundant!
The proper answer is no.
I have done it once in a way that I would never have normally considered and would never willingly do again.
The course menu items are in a DB table called COURSE_TOC and the primary key is controlled by COURSE_TOC_SEQ and the fields are all documented in the database schema.
If you find that all your reading lists for every module are no longer working on the Thursday before the students arrive back then a quick bit of SQL hacking looks very appealing.
Still makes me shudder......
