Authentication and Login page

How is your school handling authentication that requires university users to login via one authentication and other users to authentication locally to the Blackboard Learn database?

We are migrating from self-hosted to SaaS on August 2-7, 2018 and needing advice on Authentication. When users visit the SaaS login page, we want them to be able to enter their CatID right into the "USERNAME" and "PASSWORD" fields. IF their username is NOT a CatID Username, the system will then use the "Default" authentication provided (Blackboard Learn database). Bb Support said that since "SAML is an redirect authentication type", that what we wanted was not possible.

The majority of our users are CatID which will utilize the SAML authentication. Currently the only way UNI users can login using "CatID" credentials is by using the "Sign in with third-party account" drop-down menu on the login page. This is not an intuitive nor realistic option as most users will just enter type in the displayed "USERNAME" and "PASSWORD" fields.

How is your school handling authentication that requires university users to login via one authentication and other users to authentication locally to the Blackboard Learn database? Thanks!
