Organization Enrollments

We have recently begun creating organizations in the Blackboard Community space.  We selected the "Leader/System Admin" and "Allow Students to Email Enrollment Requests to the Leader" options.  When a System Admin receives an enrollment request, he can accept the enrollment and the student is added to the organization.  When a Leader receives the same enrollment request, she receives an "Access Denied" message when clicking on the link in the email.  Any guidance?
