Collaborate Outages

The January 16th outages of Collaborate were very negative for our campus community.  I'm wondering if there is a way to find out what happened?  A symbol showing that it wasn't working isn't going to cover it with our very not happy users.
Is there a way for faculty to signup for outage alerts without going to the web page and checking when they are not able to access their classes. 

Perhaps I'm missing information on instability or outage alerts.
