Depending on the scenario, students do get communication from a course room. If the student has an email address associated, they'll get emails from the faculty.
If using email, those messages are sent to the email address for the students and you can definitely send those message out prior to the start date of a course.
Course availability settings control when the student can see their courses so if the faculty expects the student to open their course and respond/view that message, won't happen if the start date is later than the date the email is sent out.

I'm not sure how you're defining "start of the course." That could be a course duration setting or course availability. I don't know about course duration restrictions because my institution doesn't use them, but students will receive email and announcements if sent before the course is made available.
