I've currently set up an Institutional Hierarchy and added modules to each node.
I've created a System Role and assigned this at the Hierarchy administrators area, and given all the required permissions as needed.
The rational behind this is to allow members of staff access to all modules within a node. This works fine, but when a user clicks on a module that has the Announcements as the default landing page they are given an 'Access Denied - you must log in' error. The error goes away if the instructor Quick Enrols into the course, but is there a way to prevent the instructor seeing this error message?
