This article below has no reference to further releases beyond Q4 2015 and lists future reference as a release date so I am posting about it being updated. I mentioned it as well in the Learn Office Hours to Noelle Stephens and I thought that it is still current, yet I wanted to verify it is updated to reflect other releases being affected.
Please let me know what you find and if you need more information as we are still seeing this issue in Q4 2016, yet the article latest update is from September 2015 from its published date.
It was suggested from Support in the case that I created to post this as an idea in the community, yet this is a bug that needs to have the documentation updated. If folks like Brad Evans think this fits as an idea, let me know.
Inline Grading: Instructor Feedback Submit Bar Floats Out of Place

Issue Description: If you collapse or expand the view when grading Inline Crocodoc document, the submit bar for feedback can float out of place.
Steps to Replicate: 1.Logon as Administrator
2.Create a Course and enroll a Student
3.Create an Assignment
4.Logon as a Student
5.Navigate into the Course
6.Submit the Assignment
7.Logon as Instructor and Grade Assignment
8.Expand feedback then collapse or maximize Assignment Details

The Submit bar should remain in correct location
Resolution/Workaround: Resize the text entry area, add your comments as needed, then resize the text area back to it's original size before submitting. This will avoid the issue entirely. If a user runs into the issue with a previously sized commend box, the same steps can be used: resize the comment box down to it's original size and collapse/expand the feedback section.
