Issue Description: When an instructors enrollment in a course is made unavailable they are no longer listed in course search.

 

Steps to Replicate:

  1. Log in as System Admin
  2. Go to System Admin > Courses
  3. Create a new Course
  4. Create a User and Enroll the User in the new Course as Instructor
  5. Navigate to System Admin > Courses > Search for newly created Course
  6. Notice in the search results, the Course is listed with the Instructor Name
  7. Change the Instructor's Enrollment to Unavailable
  8. Go to Course Control Panel > Users and Groups > Users
  9. Click on the Chevron/Options Menu next to Instructor > Change Users Availability in Course > Set to No
  10. Navigate back to Courses and search for the same Course
Observed: Instructor is not listed in the search results for the course.
Expected: The Instructor to be listed in the search results for the course
