Collaborate Ultra Set UP In SAAS for non- course

My institution is brand new to SAAS and to Collaborate,both versions.  I am trying to find out the best way to set up Collaborate rooms for staff and non-instructor uses in the most efficient way.

My first thought was to set up a course shell for each staff user just like faculty, but is this really the very best way to set these up?  I would love to hear how others are managing this set up.
