Forcing refresh of cached CSS files

We don't deploy theme updates very often, but when we do, we notice that most users still have cached CSS and miss the updates for a while. Other than asking those users to clear their cache, is there any way for us to resolve that more quickly?


I notice that Blackboard's CSS references generally include a version string, such as print.css?v=3000.1.3-rel.70+214db31


That version string matches our current Blackboard version. I'm wondering if there's any setting I can change that would adjust or append to that? If I can change that, then end-user browsers should automatically refresh all CSS.
