I'm not aware of any functionality that can do this in Blackboard Learn, but we've been using a test creation and management tool called Respondus (www.respondus.com) to accomplish some things it can't do. Along with the ability to import questions in bulk from various file types, you can format questions to include correct/incorrect feedback. There's also an option to randomize answers when exporting the questions to the LMS, just to answer a question you posed in another thread.

Yes, i am aware about the respondus tool, but this is 3rd party tool, actually looking for the solution via excel file by which i am able to give the feedback also while creating the questions.
Unfortunately the "upload question" feature of Blackboard only enables basic settings ( Upload Questions - Blackboard Help ) and thus not points, feedback, etc ...
Standard formats for interoperability of questions accross systems have struggled to get a wide enough following.
The two main ones now are
_ IMS QTI
GIFT is relatively easy to understand and implement (GIFT format - MoodleDocs ) and does enable to embed feedback for each answer.
Blackboard doesn't import GIFT format as such (but if you're interested you may submit a feature request in the Ideas space Blackboard Idea Exchange , which is closely followed by Blackboard's Product team ). In the past I've used software to import GIFT files and package them into a SCORM module which I then imported in Learn.
But if it's only for "feedback" it's quicker to just create questions directly in Blackboard and input feedback question by question...

Do make suggestions in the Ideas space : Blackboard Learn evolves continuously, both the Ultra and 9.1 version, so while we can't promise it will be in the top priority developments, it is important to have insights on clients' needs and expectations, and this Community website is one of the several ways the Product team leverages this.
Need your assistance to create question in GIFT then converting it into SCORM.
The documentation I gave makes it clear how to create the questions in GIFT, then you need to use a rapidlearning software (which enables to create SCORM modules) which can import GIFT format (I know of Adobe Captivate, but there are for sure more, and maybe some free), and save it using SCORM.
Look into it, and refer to the documentation of your software used for creating SCORM. Maybe get in touch with your local Blackboard Solutions Engineer he may give your some recommendations, but keep in mind it's way out of the scope of him helping out with Blackboard. Creating SCORM content is another topic altogether, which requires specific software, training etc ... (although for the basics you can handle it yourself).
