Provided you're on a recent (but possibly non-ultra - this may not be available there) version of Bb, in the groups area you can both export and import groups as a spreadsheet.

Yes, I've done it in the past. You upload a csv file that contains the group code and the UserName.
I can't remember if I had to create the groups ahead of time or if I just had it in the csv and Bb automatically created it. I want to say I created the groups ahead of time.
If you go to Groups, there's an option "View Options > Show Group Codes". I believe that's where I got the Group Codes for the csv file.
You then use the Import option to assign the users to the groups. If you already have users enrolled, you can download them from the grade center first and enter the group code.
You could also just randomly assign users to the groups within Blackboard.
Disclaimer: I don't remember if the Group Code & User Name header needs to be deleted in the csv file (it's been awhile).
