Building block page UI doesn't look right.

I'm working on a building block that allows for creating custom content. (Blackboard 9.1 October 2014 update)

The new content type is showing up under the tools menu and when I click the link that displays the create content page, it appears, but the UI isn't themed quite as nicely as other pages.

I've attached a screenshot of the ugly UI. I've also attached a screenshot of the paged used for creating blog content. Notice how that page doesn't replace the rest of the Blackboard navigation like my bad UI does. Notice how they have white content areas, with nice blocking and color coding of content areas.

What am I missing that keeps my UI from looking right?

Heres the page code...

<%@page import="java.util.*,

  blackboard.platform.plugin.*" %>

<%@ taglib uri="/bbData" prefix="bbData"%>

<%@ taglib uri="/bbUI" prefix="bbUI"%>

<bbData:context id="ctx">

if (!PlugInUtil.authorizeForCourseControlPanel(request, response))

<bbUI:docTemplate title="Create New TestOut Content">

<bbUI:coursePage courseId="<%= PlugInUtil.getCourseId(request) %>">

<form action="create_proc.jsp" method="post" name="the_form" id="the_form">

<input type="hidden" name="course_id" value="<%= request.getParameter("course_id") %>">

<input type="hidden" name="parent_id" value="<%= request.getParameter("content_id") %>">

<bbUI:breadcrumbBar environment="COURSE">

  <bbUI:breadcrumb>TestOut Content Handler</bbUI:breadcrumb>

  <bbUI:step title="content information" number="1">

  <bbUI:dataElement label="Title">

  <input type="text" name="title" size="50">

  <bbUI:dataElement label="Description">

  <TEXTAREA COLS="50" Rows="15" name="maindata"></TEXTAREA>

  <bbUI:stepSubmit title="Submit" number="2" />
