I haven't managed to customise the provided certificates, but have found a way to develop our own.
We create an element with the proper HTML and CSS that opens only when certain criteria is met (using adaptive release).
I works for our purposes, but it is not something our end users create and add by themselves, but more of a tailor-made kind of solutions that is implemented by me in the courses that need such a thing.
My text and variables are in Spanish but I hope is understandable enough.
The header image is located in our Bb Learn Content Collection and it has read permission to all users.
It might need tome tweaking, but I truly hope this helps at least to get started.
(I had to edit this after realising it was being moderated, I supposed because there was code in the message, so the contents we use in the item to create the certificate are in the text file attached)
Thanks Ester, this looks like a promising workaround. As Rick says, it's pretty lame that there is no built in styling option for these certificates. Probably grounds for a feature request.

Sad to report that there does not seem to be anyway to customize the certificates which are pretty lame. I have tried and asked for that feature to be added in addition to some other issues with recording and reporting the awarding of badges which you can customize and certificates.
The integration with Mozilla Open Badges is important. We want students to export the badges to their backpacks and use outside of the school system. The Bb Achievements can be exported to the Mozilla Backpack.
While this is not exactly what you are looking for, Mozilla has in beta a new service, where you can issue badges based on a spreadsheet. So, if the Blackboard Achievement system doesn't do what you want, you could use this:
Given a grade book export file you could issue badges designed to your specification.
If you are a Bb cowboy you can find the image file that the certificate is based on in Blackboard and modify it on the backend. This would change this file for everyone on your system, but you can make it just about anything ...
Here in Brazil we had two customers who asked for that, one of them is almost closing the deal (and then we're going to develop it). Our proposed solution has two use cases:
An admin area where the user can upload possible background images for certificates (limited to a previously defined number of possibilities) and verify authenticity of a given certificate (by typing its code).
The instructor has the option of a new content item called Certificate; he/she can select the background image set and then use adaptive release to configure the rules. The certificate is generated as a PDF for each student, with the student's information and a random code, which is recorded and can be verified through the admin area.
A bit more robust, since the need here is for open courses that will issue certificates. However, it's on "design" status until this customer definitely closes the deal.
