Respondus is the only tool I know of at this time that extract test questions from Blackboard. You do need to tell the software where to find your LMS. You can also create questions offline and then export them into your Blackboard system.
We have a site license for our campus and it is used by instructional support types and instructors. You can also use Respondus with other lms' extracting and importing test questions so when your campus decides to switch to another LMS after a dean saw a demo at a conference.

Hi Izhar
This is a great question. I have had alot of problems trying to download pool questions (and other content like student wikis and journals) from Blackboard into an easy printable format (like Word, Excel or PDF). It is easy to download it in a format that can be reused in Blackboard, by clicking on the down arrow next to the name of the pool question and choosing "Export to Local Computer". But I am guessing that does not help you.
I have tried all sorts of ways from simply copying and pasting (this was cumbersome and time consuming). But I was able to use Respondus, but I still had a some difficulties with it. In Respodus goto the "Retrieve and Report" tab > "Retrieve Questions" > Choose a Blackboard Server from the drop down list and then follow the prompts. You may need some information from your technical support team. I did have some difficulties.
Sorry there does not seem to be an easy option, someone from Bb may be able to provide more information for an easier option. I cannot understand why there is not an easy way to do this.
I hope this helps
