Blackboard is investigating cost-effective, secure and easy to mange ways to provide this, but unfortunately, no. At this time there isn't an open, hosted deployment of Learn with the required administrative access for application development and testing. If you have something to offer in exchange, maybe one of the other developers in the community would be willing to share their development environment with you.

Jeff is correct - there is currently no alternative other than licensed installations. We are investigating alternatives to the DVM, but as Jeff notes unfortunately we do not have an option available at this time.
Peter - I believe you are correct that sharing a development environment would be a breach of the current developer agreement - definitely if you are a BBDN partner.
FWIW: I completely recognize the importance of this issue and hope to begin to get it sorted out over the coming months - I thank you for your patience while the wheels turn. :-)
