Invalid Building Block Error: No manifest file was found in WEB-INF

Looking for a little guidance or help with regards to the above error. Long story short, I am an intern who has inherited a Blackboard Building block code from a previous team member. Today I got access to our Learn Dev server and followed the instructions to create a Jar file, which was then uploaded and caused the following error. I am at a loss as to where and what to start looking at in order to sort the problem.

Any guidance would be much appreciated.
