We have a faculty member who will be in China over the summer. How can I find out if she will still have access to her courses here on our servers?
Google leads me to a bunch of websites (like https://www.websitepulse.com/help/testtools.china-test.html) which allow you to check if a specific site is accessible from China. Check your Bb URL in there and see if it is blocked or not. I can't speak to the accuracy of these sites, so it wouldn't hurt to check it through a few of them to be sure.
We found that our Bb is accessible fine from China, but there is a bug in Bb where it calls YouTube frequently even when YouTube is not being used. YouTube is blocked in China, and this makes Bb very slow for users in China. There is a patch here: https://blackboard.secure.force.com/btbb_articleview?id=kA370000000Gvil
My understanding is that they use DNS filtering and poisoning techniques. This can be overcome using IP addresses (126.96.36.199) rather than URL’s (google.com.au) in your browser.

A VPN is also an option. But again, it must use a pre-set IP, otherwise if blocked by the DNS, won't connect.
