can anyone tel me how can i get a behind the blackboard account access?
If you are the system administrator, your Blackboard account rep should be able to get an account set up for you. If you have someone else on your local support team who has an account, they just need to open a ticket in Behind the Blackboard and request an account for you.
If you are not a system administrator or technical upport staff, Behind the Blackboard really isn't intended for you.
I am a developer. I am trying to integrate blackboard with third party tools and i need to do some customization in blackboard like UI customization,adding modules. So is there any way to do this?
For Ex- I have used canvas before this for optimization. They provide me a demo account by which i have access to admin,teacher and student as well all three views are there and for customization they provide a way that we can upload one js file in canvas by which we can make changes by writing our code in js file and uploading it. Is there any feature like this in blackboard. Please reply asap.
For the most part, those resources are not on Behind the Blackboard, which is a support site rather than a developer site or a demo/test instance. Have you looked at the developer resources here in the Blackboard Community site (Blackboard Learn Developers ) and also on the Blackboard Help site, such as

Hi Mike. I have the same question and intent as the OP; I would like to develop LTI integration for 3rd party tools. I'd like to set up the developer virtual machine as other resources suggest, but the vagrant box image is located in Behind The Blackboard. How can I get access to that?
One of the benefits of LTI is that it is not LMS-specific, so you should not need access to a Learn 9 instance to develop LTI integrations which work with it. Having said that, you may find that the ability for instructors to add LTI tools to courses is enabled on the public Learn 9 sites, such as coursesites, which may be sufficient for your needs.
