Existence of a superseding CSS file/rules?

I am working on redesigning our Learn's theme and am consulting with our local in-house CSS/web people.

In our discussions, they asked if there was anything (a css file perhaps) that could be used to take precedence above anything within the theme zip package.

It sounds like the purpose is to make some general changes without having to a variety of specific tweaks within each css file.


Does anything like this exist or are we to continue to make those various adjustments?
