Does BbLearn 9.1 support importing quizzes from an IMS QTI format? This would be importing into the Bb Test feature.
No. While Learn uses some variant of the standard in storing test question and response data, it does not contain any interfaces for importing (or exporting) tests or quizzes in QTI. Many customers use Respondus as a translator - it can ingest QTI and generate Blackboard Learn tests.
Jeff, this isn't entirely accurate. Learn supports the IMS QTI 1.2 specification. However, QTI packages needed to be bundled in a Common Cartridge to be imported. In a course, the page to do this is under Packages and Utilities > Import Package / View Logs.

So, if you have a QTI 1.2 package, the trick here would be to figure out how to insert it into a Common Cartridge.zip for import.
Here's a link to a simple Common Cartridge 1.2 package that has 1 QTI test included with 1 Multiple Choice Question. I expect that you can replace the content of the assessment00001.xml file.

I have an instructor with a test bank created with some unknown OER test generator. It consists of an imsmanifest.xml file and an Items folder. According to the manifest, it's QTI 1.0. The Items folder contains folders for Question_0, Question_19, etc. - they're not sequential. Inside each question folder is an Item.xml file with the question itself.
Respondus will import the manifest file without error, but the test contains no questions. Our Bb 3700.0.0 test box throws an error when I try to import a test. I can import the questions into Canvas, but Canvas apparently lacks the ability to export either a test or Common Cartridge.
