In Content Collection, is there a way to set user quotas in bulk, unfortunately we are having to set user content quota individually.
You can change the quota for folders created for new users in a role. This help article goes over this.

For existing users, I think you could use the set-directory-quota script. Here's an article.

The script should be located in blackboard\apps\bbcms\bin. You could create a custom script(from a query?) to run it against multiple users. Make sure you do your own testing and ensure this script and the custom one are working as you intend :).
Perhaps others have an idea on how it can be done in the GUI?
You may want to review if your setting of quota is actually applying. We found that since April 2014 release that this functionality no longer works and Bb has yet to push out a fix. We brought this to their attention last year and there is a article from 2013 that reflects it was supposed to be fixed in April 2014, but we have testing in April 2014, Oct. 2014 and Q4 2015 and the issue continue to exists.

Just to confirm, the quotas are applying correctly then? It's just not showing up due to the bug in the article Todd linked?
Make sure you also check quotas of users which existed at the time of the quota change. If you only changed the default folder creation settings, it won't be applied to existing users. Unless that's fine by you guys!

The bug is not that it does not show up and still having a quota it is that the user is given an infinite quota. We had two users use 50% of the entire quota without us knowing since they thought they had unlimited space.
The article linked doesn't state that the users quotas are not set. It states that the settings page does not reflect the set quota. It displays the recycle bin quota instead. The following sentence in the article details this:
"The Default Folder Creation Settings page displays the /courses/[coursename] Top Level Folder as Unlimited. The actual value when editing /courses/[coursename] is Limited to 50 MB."
Have you tested to ensure the quotas aren't being respected? If the quotas you set aren't being respected, this would be a new or at the very least, a different bug. I also think this bug was fixed in April (Don't quote me on that! I haven't tested! ).
Yes, as I mentioned users are given unlimited file space and some have taken advantage of that. Bb was able to replicate the issue and referenced that the bug is the one I linked. We started having the issue in April 2014, so it is not fixed, and we continue to see it in Oct 2014 and Q4 2015. Even when I pushed mentioned to Bb that the page said fix for April 2014 and we were already on it they just closed the case again with no update. If you want to check if you are encountering the same issue with your current settings, bring up a newly created user and see if in the upper right of the Content System it says Unlimited for Total Quota. The configuration we have on our system is the same we have been using for 10 years, only breaking last year when we added April 2014.
