Is this correct Snapshot XML to mark a course enrollment unavailable?

I am curious to know if this Snapshot XML snippet is correct, in order to mark a user's enrollment against a course as unavailable.

This always worked with the snapshot shell script, but I have had reports of unusual behavior with SIS integration.

Is it the "Row Status" field mapping that is required to be Change on Update?
