Allow students to view rubrics outside of assignments

Curenntly on 9.1 it seems that students have to open the assignment to view the rubric for that assignment. It would be more accessible if students could view the rubrics outside of the assignment tool. Instructors can upload rubrics as PDFs or docx, but Ally doesn't seem to work as well with those as with html.
