Merged course option to email students only in their associated child course.

    When courses are merged, provide an option for emailing "All Users / All Student Users" that are only in their associated Child Course. Currently, students can email all users regardless of the child section. For merged courses that do not meet face-to-face, this creates FERPA concerns particularly if students do not realize their course has been merged and they assume they are only sending email to their direct classmates.
