We are all familiar with the process of creating a rubric in Blackboard; it is cumbersome. Instructors or instructional designers need to create a grid and fill-in every cell of the grid. If the form closes by mistake, you have to start again. It would be easier to do the grid in a word processor (i.e. Microsoft Word) as a table, with labels for the heads and columns of certain length -e.g. 16 characters max. Then, save the file in a standard format such as .rtf and import to the Rubrics tool in Blackboard. Most rubrics distributed by different organizations come as word processor documents or .pdf documents easily convertible to word processor.
