Learning Management Systems are oftentimes used merely as content repositories, resulting in courses that lack logical organization, transparency, and engagement. Studies reveal that course organization is one of the top factors correlated with student satisfaction and performance.

The Instructional Design team at California State Polytechnic University, Pomona (CPP) created a Blackboard course framework inspired by Quality Matters, a systematic methodology for in-depth review of courses. This voluntary framework, designed for both online and technology-enhanced instruction, has been producing courses with increased student grades and fewer student inquiries.
