The new Developer Virtual Machine is built with REST development in mind. As a result, it is shipped unregistered to the Blackboard cloud, so that each DVM will have its on unique System ID, avoiding the possibility of having 3000 DVMs with the same site ID.

My Institution – Blackboard Learn

Troubleshooting

In some cases, the Developer Virtual Machine may require a SSL connection to register successfully. The symptom to this issue is the following error message:

/servlet/JiveServlet/downloadImage/105-4199-92927/Screen+Shot+2016-04-24+at+10.50.13.png

If you see this error message, try connecting to the Virtual Machine at https://localhost:9877 and following the steps above. This should allow you to register to the cloud and then you should be able to use it in non-SSL mode.
